The important role being played by NBFCs in funding the unfunded, including the MSMEs, has been duly recognized by the Govt. This has led to several measures taken by Ministry of Finance and RBI to provide liquidity support to NBFCs, especially, during the last 2 years after the IL&FS debacle. Post the COVID driven lockdown further steps were taken in this direction under the “Atmanirbhar Bharat” package. The World Bank has recently sanctioned a $ 750 million Development Policy Loan to Govt of India for supporting the MSME sector. However, the unprecedented coronavirus impact has caused a drastic slowdown in economy due to low capacity utilization which has impacted the Non-Banking Financial Companies sector. NBFCs especially a large number of small and medium sized have been facing a liquidity crunch since 2018, after the IL&FS fiasco.
The impact of the liquidity crisis across various classes of NBFCs may be analyzed vis-à-vis the exposure it has towards the borrower segments whose economic activities have been severely impacted. With the economic and consumption activities a bust in many sectors, the NBFCs with loan exposures in the such sectors will be hit the worst in the wave of this global pandemic. The increasing loan losses and inaccessibility to new capital is likely to exacerbate the liquidity stress. The Reserve Bank of India’s plan to allow a one-time loan restructuring will bring relief to many stressed borrowers. However, the riders put in place by the central bank are bound to create headwinds for stressed Non-Banking Financial Companies (NBFCs) as they have been left out of the list of eligible entities. If restructuring is not allowed for an NBFC, it becomes a provisioning issue, while it leaves the borrower with a damaged credit score.
